Rename the repo to UpToCode

[nonprofittechy]

Carefully follow instructions here: https://assemblyline.suffolklitlab.org/docs/authoring/github#rename-an-interview-repository

And we need to update the shortcuts/dispatch directives in interviews.gbls.org, and maybe apps.suffolklitlab.org

This might cause some problems with current saved sessions - perhaps need a database update?
