attach collected YAML dumps to failed ReportPortal items

• Add rptool attach --dir <debug-resources> to match collector YAML dumps to failed items in a launch and upload them as log attachments.
• Empty or missing dump directory exits 0 so a Tekton finally task does not fail when every test passed.
• Complements testsuite collector work in feat: add test resource collector utility for debugging test failures testsuite#1034 (Phase 2 of Add a utilty to output all the resources required for test to run testsuite#861). Pipeline Task still needs a follow-up to call attach after write.

Testing

• pytest tests/unit/test_rp_attach.py
• After rptool write, rptool attach --launch-name <same-name> --dir debug-resources/ attaches apply/full YAML on FAILED items
• Missing --dir path exits 0
