It looks like libnet.a, libnio.a and libzip.a are no longer fetched after b476b7ebc8f

oracle/graal#14684 changes library discovery and linking in three relevant ways:

• Static JNI libraries are now linked according to reachability and manifest dependencies. JNILibraryLinkagePlan replaces the previous registration and hardcoded dependency logic. net, nio, and zip still default to static linkage; they haven’t simply switched to dynamic linkage.
• Loading libjava no longer goes through Java filesystem code. Previously loadJavaLibrary() called loadLibraryRelative("java"), which constructs File objects and includes filesystem canonicalization paths. It now calls loadBuiltinLibjava() directly. Removing that incidental reachability explains how NIO/network support can drop out; the old dependency logic also pulled net in whenever nio was linked.
• The explicit ZIP linking trigger was removed. In JDKInitializationFeature, the commit deletes the reachability handler for java.util.zip.ZipUtils.loadLibrary and its registerAndLinkZip() method, which explicitly added zip to the static libraries.

The preceding commit, [bf8d80f2698](https://github.com/oracle/graal/commit/bf8d80f2698) — “Avoid File use during early native library initialization”, also removes incidental filesystem reachability from raw file operations.
