test: skip polygon NLPModels test on Julia 1.10 - #331

OptimizationProblems' JuMP model of `polygon` uses `π` as a variable bound, on which JuMP calls `typemax`. That method doesn't exist for `Irrational` on Julia 1.10, so the LTS NLPModels job errors. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Julia lts (NLPModels)job failed on #330 with:OptimizationProblems' JuMP model of

Both jobs resolved the same JuMP (v1.32.0) and OptimizationProblems (v0.9.3), so only the Julia version differs. The error comes from building the JuMP reference model, not from SCT.This PR:
