[Bug]: Proxy won’t bind if a program is closed and reopened

Describe the Bug

(I apologize if this isn’t helpful. I will try my best to provide as much information as I can.)

So I have cloudflared.exe and I use a socks5 proxy to proxy it. (Do not question me about this please)

I first open proxy bridge and then I open cloudflared.exe.

When I close and reopen cloudflared the proxy doesn’t bind to the program and I have to close both programs in order for it to work.

Sometimes the proxy just doesn’t even bind, but 9 times out of 10 it does bind to the program.

I made sure I set my rules correctly and that the socks5 proxy I have is active and working.

My firewall is not interfering and I do not have any double nat.
