Replaces time-series W/RPS with scatter (supply_power vs rotor_velocity),
subsampled to ~400 pts/motor to avoid line-trace artifacts and keep PDF
size small. Trend line computed over full smoothed dataset. Reporter
paginates qualifying motors 6 per page, sorted by subsystem.

Drops CSV support entirely. Moves extract_match_id, find_matches, get_motor_ids,
and merge_dataframes from loader.py into hoot_loader.py. Deletes loader.py and
test_loader.py. Updates cli.py to validate .hoot extension and use hoot_loader
throughout. Fixes analyzer.py and trimmer.py imports accordingly.

--hoot-dir lets users point at a directory of .hoot files instead of
listing them individually (auto-loads bundled motors.toml); --clean
wipes existing match JSONs from site/data/ before rebuilding.
