fix: establish persistent URL for codelists - #78

- Move comprehensive codelists.xml from 19115/ to resources/codelists/ (it covers all TC 211 standards, not just 19115) - Update 515 internal xlink:href references to new canonical URL - Update 421+ codeList URLs in example XML files - Update 8 per-module codelist files with old URL patterns - Archive superseded files: codelists1.xml, 19157/-1/codelists.xml, codelists.html Canonical URL: https://schemas.isotc211.org/resources/codelists/codelists.xml#{CodelistId} Addresses: INSPIRE-MIF/helpdesk-validator#479, w3c/dxwg#975, ISO-TC211/XML#205

Establishes a single, stable URL for all ISO/TC 211 codelist definitions.
