…shfmt, yamlfmt - Add local TOML plugins for eight tools, each with a plugin.toml and README. - Verify checksums where upstream publishes well-formed ones; shfmt, shellcheck, and rumdl install without upstream checksum verification. - Register and pin all eight in .prototools.
