Bump decman to 1.12.0 to prepare the release.

These changes merged after 1.11.0:

• Resolve the add-party ledger token at each use #475 resolves the add-party ledger token at each use.
• fix(governance): correct docs on member churn and confirmation expiry #455 corrects the docs on member churn and confirmation expiry.
• Add a host to a party whose namespace is a participant key #477 adds a host to a party whose namespace is a participant key.
• Quiet the reward enablement read when the DAR is absent #476 quiets the reward enablement read to trace level.
• Raise the threshold on a party whose namespace is a participant key #478 raises the threshold on a party whose namespace is a participant key.
• feat: read peer packages from the synchronizer, not Noise #468 reads peer packages from the synchronizer instead of Noise.
• Show Daml map contents in the audit trail #467 shows Daml map contents in the audit trail.
• Show read-only sections to readAs users #474 shows the read-only sections to readAs users.

Several changes add behaviour, so the minor version goes up.

How tested

CI. The change is the version number in crates/decman/Cargo.toml and the matching Cargo.lock entry.
