Needs to handle fragmented packets

Doesn't need to do any sort of reassembly. That's for consumers, but right now it dies with no link layer and errors if you feed it a file with fragmented say, UDP datagrams in it.

Note: doesn't need to reassemble or anything. It should parse successfully presenting the fragment packets as part of the infoset.
