Remove COSMO from extpar #383

Development for COSMO specific features has stopped a while ago.
But still the code contains all the infrastructure needed to process cosmo grids.

Removal would reduce the code base by half.

To further support COSMO once could make a final release that is supported and maintained for some time.

This would free resources that could go into ICON-specific development.
