Unload CSS does not seem to work after upgrade to DNN 10.03.01

I have to check this, but at first glance, this seems to be an issue

Does this explain why using <fortyfingers:STYLEHELPER RemoveCssFile="/Portals/.*/dnn-css-variables.css" runat="server" /> doesn't do anything? Or should I correct something somewhere?

TBH, I have not yet looked into how hat CSS file is loaded..

BTW, as the way CSS is loaded has been rebuilt in DNN 10.3, that's the reason the removal does not work any more.
