Summary
Adds a stubbed note transport binary and adds the required github and tooling plumbing for it.
This is just a stub; though it would result in crate and docker etc publishing. This doesn't matter because the original repo is on a completely different version at the moment so they won't clash.
The local dev network still references the actual current image/repo.
This is intended to get us started; no actual code.
