planned architecture.
- Planned migration owns execution order and exit criteria.
- Compression migration decomposes the language/compiler compression work inside that canonical order.
- Ledger owns live task status.
- Verification owns gate meaning.
- Tracked generated reports own numbers.
- Board notes, the journal, and old phase 07 preserve historical investigation only.
- Make large-library evidence and selected recipes replayable.
- Strengthen contract, expected/observed ABI, and pre-score final-byte checks.
- Recover legal incumbent artifacts for current regressions.
- Consolidate existing policy and acceptance paths without adding choices.
- Introduce the minimum hygienic target-JS representation.
- Close library losses with reusable proofs and measured interactions.
- Expand search only where evidence shows a reachable miss.
- Delete superseded paths and certify release.
The standing canonical, generated, algorithm, codec, and external semantic suites run throughout. A clean architecture that regresses a supported selected-metric artifact or weakens semantics has not completed a phase.
Classify every loss before coding:
- correctness/identity/ABI bug;
- old legal incumbent became unreachable;
- admitted family was starved or poorly ordered;
- missing reusable language/analysis proof;
- port still encodes JavaScript glue;
- genuinely dynamic boundary where the compiler lacks authority.
Do not turn the last three into package-specific target folds.
