[þing-01][DEFERRED] Scaffold + reference validator (trigger: operator ∧ test project) #8

Description

@Polichinel

Context: the platform's Appwrite-seam identity/config was folk knowledge — one unowned laptop .env as origin, one all-powerful key, and misconfiguration that silently succeeds into phantom storage. The ratified verdict fixes this via one contract ADR (PLATFORM-001), one owned coordinates registry file, declared classification, three credential tiers, and raise-by-default failure semantics.

Deferred by dómr_endurmat E5/E6 — do not start. When the trigger fires (operator named ✓ ∧ test project exists ✗): the scaffold commit (pyproject + CI + ADR-001 Category 9 with its must-nots) and the reference validator — runnable, never importable, read-only, wired as a recurring check; authored here; test design reviewed by views-datafactory (C-321 rule); SDK surface reviewed by views-pipeline-core. Closes C-02 + C-18's open half; resolves D-04. Until then this issue is the parking record — the deferral is the decision, not neglect.

Part of þing-01 — the platform Identity/Secrets/Configuration verdict, ratified as amended
2026-07-28 (sign-off: Simon Polichinel von der Maase, who is also the named operator).
Canonical record (local): views_platform/þingit/01_identity_secrets_config/orð_dómr.md
as amended by dómr_endurmat.md; plain-language summary in final_decision.md.
