tessl install --global --agent agents not honored

I would expect tessl install --global --agent agents to install skills ONLY under the ~/.agents folder.
However skills were symlinked under my Claude directory too. As additional problem, the CLAUDE_CONFIG_DIR env var is not honored: tessl CLI doesn't consider it and always symlinks under ~/.claude/skills.
