Migrate and serve profanity table alongside language pack data

Description

Per scribe-org/Scribe-Data#710, Scribe-Data will be outputting a profanity table alongside the language packs it already produces. This is needed for Scribe-Android (scribe-org/Scribe-Android#660), so that the table can be used in autosuggestions and autocompletions to ensure strings containing profane words are not displayed to the user.

Proposed work

• Confirm the schema/format of the profanity table once finalized in Include profantity table in Scribe-Data output Scribe-Data#710
• Add a migration step to ingest the profanity table from the Scribe-Data SQLite output into Scribe-Server's database
• Add/extend an API endpoint to serve the profanity table per language
• Update API documentation to reflect the new data being served
• Coordinate with Scribe-Android to confirm the response shape matches what Improve Autosuggestions Scribe-Android#660 expects
