Show troop count at the cursor on shift+scroll

Is your feature request related to a problem? Please describe.
When i use shift+scroll to change my attack the cursor already changes a bit, it would be nice if i didnt have to take my eyes away from the action to see what my new toop count and percentage is.

Describe the solution you'd like
Put a tooltip right where the mouse is when pressing shift that tells the user what their current send percentage and troops is.
