Add public achievements support (API + UI)

Hey, a couple of questions before I get too deep into this:

1. Do you want the same tracking functionality added to solo, team, and lobby games as well, or just FFA/unranked for now?
2. I'm assuming achievement evaluation should be server-side for anything that persists (career stats, win streaks) to prevent cheating. That said, some of the achievement ideas I posted in Achievement List Ideas #3251 would benefit from client-side detection (e.g., real-time triggers like "5+ nukes in the air simultaneously") with server-side validation. Are you okay with some client-side tracking being included in this scope?
3. What's the expected UI? Profile page, in-game popup on unlock, ect?

Happy to draft a proposed event schema once we're aligned on direction. Also tracking achievement ideas in #3251 and will try to be mindful of including infra that supports as many of those concepts as possible, but would love your feedback on just how far I can push it.

I am already working on this.
The UI and API implementations are largely complete and currently pending approval, although the UI will clearly require some adjustments.
I plan to submit a PR once I receive approval.

No worries! Thanks for the update. If there's any opportunity in the future to expand the achievement infrastructure to support achievements more in line with #3251, I'd love to work on it!
