Automate posting release notes to discord

When a release is promoted to green, blue, or beta in prod, release notes should be posted automatically to discord via a webhook.

I have contemplated using npm:semantic-release with exec plugin to automate release notes and changelog + publishing GitHub release on minor
but it heavily relies on conventional commits and I don't know if enforcing such a rule is desirable in an open-source environment.
We could of course rely on tools such as commitizen...
The alternative would be that the commit message on the squash and merge follows such a convention, even if the commits from the contributors don't. This way the CI implementation would have some hook to work with.
I would like us to talk more about this idea and iterate.

I think just squash-and-merging would be best. Another open-source project I contribute to uses conventional commits and we haven't had any problems.
