[BUG] new explorer patcher version

the version of explorer patcher that the app downloads makes explorer crash. there was a new pre-release version 26100.8457.70.4 that fixes this issue.

Steps to reproduce the issue

install version 26100.8457.70.3 and use the settings file attached. this should be a dot reg file but it wouldnt let me upload that

Expected behavior

explorer to be working as normal

Actual behavior

explorer crashing over and over
