Tracking: Lean consensus clients

Lean consensus clients are mostly used on devnets, not current Ethereum networks like Ephemery.

J* merges LeanCL and beacon specs. K* has no CL changes planned, L* has "reset tech debt" and a grand amount of PQ/Lean changes. Expect clients to be on mainnet by K* or maybe even J*, although it could be as late as L*, where clients don't need to implement old structures aka "tech debt"
