Enable FEATURE_FILE_TRACKER on .NET (Core)

Hi.

I would want to use the FileTracker feature with NuGet package Microsoft.Build.Utilities on a .NET (Core) project, but I see that the feature is not enabled on .NET (Core).

I downloaded the repo and changed the .props file so FEATURE_FILE_TRACKER is enabled on .NET (Core) and the project compiles. I'm assuming there is some reason as of why it is not published with that feature (maybe works only on Windows?)

File tracking is a feature of Visual Studio and it's integration with MSBuild. It requires binaries .NET Core does not ship, so enabling compilation does not make sense.
