harnessAgent sanbox shell tool prompt not inconsistent of system prompt

sandbox shell tool name in system prompt not same in registery shell tool.
like below:

system prompt is: execute_shell_command tool
register shell tool is : execute

I reproduced this on current main: ShellExecuteTool.NAME is execute, while SkillPromptBuilder.DEFAULT_CODE_EXECUTION_INSTRUCTION tells the model to call execute_shell_command. I would like to fix the prompt to use the registered tool name and add a focused regression test.
