Add the ability to resend the confirmation to a user on the admin/users page

On the user information page

• if the user is not verified there will be a button that will resend the verification text message to the registered phone number
• Add ability to change the verified flag

After verification

• Check if they should get a gift card and create the record automatically

There is a skip button on the page where you enter the verification code, so this is how people were able to continue without being verified.

I changed the user update form so if they are not verified it will send them through the verification process when they save the account update form.

The code is/was set up to only allow them to update their phone number if they hadn't been verified. I left that as is.

I also added an "Is Verified " checkbox to the admin participant form. This just changes the flag without sending the verification message. The reason for this is that the message assumes you are on the "enter verification code" page and just sends the code itself. We could talk about making other changes to this process if you want.
