Create a compile/build instructions page

Currently, our build instructions are located in the Rigs of Rods code wiki. However, I believe we should migrate these instructions to our official documentation to centralize everything.

Requirements for Windows:

• The existing instructions can largely remain the same.
• However, we need to explicitly provide build steps for both:
  1. Using Conan, as it is now.
  2. Without Conan, using ror-deps

Requirements for Linux:

• Our current instructions are primarily tailored to Debian-based distributions. We need to ensure coverage for both RPM-based (Fedora, RHEL, openSUSE) and Debian-based (Ubuntu, Debian) distributions.
• We should assume users are working with the latest supported LTS version of their chosen distribution to ensure compatibility and longevity.
• Similar to Windows, we need to document build processes for:
  1. Using Conan as it is now.
  2. WIthout Conan, using ror-deps.
