Reloaded-II Crashes before launch

Okay. So i had to reinstall windows for several reasons but i could get Reloaded-II to boot my games correctly again but now I'm facing several problems

1. Reloaded-II-exe will not boot up under any circumstance, but Reloaded-II32.exe will
2. Reloaded will crash when pressing on Launch Application, and will leave no logs
3. Event manager records the crash

For the record i have tried .NET 8 and 9 but none of them work, i have updated my drivers, i can launch my game normally which is Persona 5 Royal without Reloaded. i have instaled the C++ redistributables too but nothhing seems to work. Here is the event viewer error and a video of the error

Maybe you have a borked runtime. Try the latest Visual C++ and .NET Runtimes for x64.
Main thing I can think of if x86 works but not x64.

As for game not booting from x86, that's expected, since you can't inject code into x64 bit process from the x86 launcher.
