mscolab_chat upload of images on windows fails

windows can't upload an image to a chat in a mscolab operation . It shows a traceback with an index error.

We have to improve also the test, so that it fails now on windows, before we apply a fix.
This is a dependency to #3065 and should be done after that is merged.
