Installing `~aarch64` on x86_64

I just found myself in a postion where I wanted to use juliaup to install a foreign architecture on my laptop (to then run it through qemu-user).

Yeah, not possible at the moment. I've been thinking we should enable that for say network environments etc. But it is quite a big change...
