In April, Jarryd Campi made commits mentioning improvements to CUI allowing making changes to ui elements without destroying then recreating them. (As mentioned in https://commits.facepunch.com/407874)
A status on this would be useful. April is 6 months ago so I hope this project hasn't been abandoned.
