should we create a clm6_cesm3 land tuning mod?

The current clm6_cam7 tuning mod seems appropriate, but in reality I think the fire issues it's intended to address with the parameter file only occur in a B case. Here's my suggestion:

• Confirm that fire behavior in an F case looks similar to an I case (and therefore should use the CLM6 param file)
• REPLACE the clm6-cam7 land tuning mode with clm6-cesm3 land tuning mode to queue of a mom6 in the compset (vs. socn)

@megandevlan, @slevis-lmwg maybe could use your input here?
