Update the FMOZ compset to use CLM50 rather than CLM45

What is the feature/what would you like to discuss?

The FMOZ compset in CAM uses CLM45 and we are planning on deprecating CLM45. So we'd like it to be changed to use CLM50 instead of CLM45. Would this be acceptable for the CAM community?

There's currently one test run for this configuration:

This is not a scientifically supported compset. If it is functional with CLM50 then it should be fine to make the change.

OK, I tested this in cesm3_0_alpha09d with the following change and the test worked:

@fvitt and @cacraigucar will it be OK if we remove the CLM45 compset ability in our next CTSM tag? This will mean that this test will FAIL until you update the compset. I could leave the ability to set CLM45%SP in compsets for a little longer if some transition time would be helpful for you. Thanks

Yes. I think that would be fine. I have submitted a PR for the change. See #1621
