Suggestion: remove networking stack by 2028

If the networking stack is removed, it might not be in scope of Illinois age verification laws. (I'm not a lawyer.)

What users can do instead is obtain the packages for the networking stack outside of the ISO or any installer.

The packages for it can be built from source on another machine that already has network access. The operating system can't control what users do.
